So, you want to enjoy all that Lord of the Rings Online has to offer but you don't want to pay a monthly subscription. You want to know how to unlock all the quest content and instances as cheaply as possible. This is the thread for you!

Purchases from the LotRO Store are made with the in-game currency Turbine Points (TP). TP can be bought with cash or earned in-game by completing deeds (achievements for slaying x number of enemies, using a class skill y number of times, discovering region locations, etc.) The cash-TP exchange rate is roughly $1/£0.9 per 100 TP.

All deeds are listed on LotRO-Wiki or you can use the handy TP Finder here.

QUEST PACKS

There are 11 regular quest packs (totalling 8240 TP, or 6280 TP with the Eriador Bundle) and 4 expansion packs (totalling 10980 TP, or 5180 TP for quests only). The complete expansion packs come with the corresponding quest pack and some extras:

Mines of Moria (2495 TP)
Includes the Moria quest pack (with seven 6-man and two 12-man instances) (1495 TP), 2 extra character slots per server (1190 TP), the Runekeeper and Warden classes (1295 TP) and Skirmish Trait Max Rank 15 (195 TP). Cost if bought individually: 4175 TP.
1535 TP available to earn through deeds

Siege of Mirkwood (695 TP)
Includes the Mirkwood quest pack (with three 3-man, one 6-man and one 12-man instances). No extras.
395 TP available to earn through deeds

Rise of Isengard (3495 TP)
Includes the Isengard quest pack (1495 TP), the Isengard Instance Cluster (with three 3-man, one 6-man and one 12-man instances) (1295 TP), Draigoch's Lair 24-man Raid (795 TP) and Skirmish Trait Max Rank 35 (195 TP). Cost if bought individually: 3780 TP.
570 TP available to earn through deeds

Riders of Rohan (4295 TP)
Includes the Rohan quest pack (1495 TP), the Rohan Instance Cluster (with three 3-man, one 6-man and three 12-man instances) (1495 TP), Mounted Combat Light Trait Tree (595 TP), Mounted Combat Heavy Trait Tree (595 TP), Skirmish Trait Max Rank 40 (195 TP), Steed of the Eastemnet and Title: Friend of the Mark (not available in the store). Cost if bought individually: 4375 TP.
380 TP available to earn through deeds

Moria is by far and away the best value expansion to get, both for what is included and the amount of TP you can earn back from deeds there. Rohan currently seems to be the worst value expansion, but the instances are all available from level 20 so you can get a lot of mileage out of it.

It's going to take an awful lot of TP to buy all of the expansions. You would have to do all the F2P deeds twice over just to get Moria. However, if you're willing to spend a bit of cash it is highly recommended to buy the Expansion Triple Pack (also available on Steam), which comes with Moria, Mirkwood and Isengard, and/or the Mithril Edition, which comes with the Moria quest pack (not the expansion pack, see above), the Trollshaws, Eregion and Lothlorien quest packs, Steed of the Horse Lords and 2000 TP. The Mithril Edition is particularly fantastic, as not only does it come with 3480 TP worth of quests (+ instances) and a sweet horse, you also get 2000 TP to spend on other quest packs. If you already have the Mithril Edition and you then buy the Expansion Triple Pack, you will get all the extra Mines of Moria expansion perks like the character slots and premium classes, so it is still worth it to buy both if you want Mirkwood and Isengard.

The Expansion Triple Pack normally sells for £30/$40, but goes on half price sale 3 times a year (summer, Thanksgiving and Christmas sales) so don't buy it for full price unless you are absolutely desperate. It's worth noting that Turbine matches Steam's sale prices on their online store, and the Rohan expansion also goes on sale. GameStop may also have the Mithril Edition for half price sometimes (I have seen this happen once, not sure if it'll happen again), so keep your eyes peeled for a good deal. Assuming that you buy both the Triple Pack and Mithril Edition when they are on sale, you will have Moria, Mirkwood, Isengard, Trollshaws, Eregion and Lothlorien + 2000 TP for £21.44/$29.98, which is a pretty amazing deal.

That leaves us with 3970 TP worth of quest packs in Eriador and a further 1590 TP worth in Rhovannion (including the new Wildermore zone). If you can, always always wait for the 30% off sales in the in-game store, as that'll bring the total cost down to 3892 TP to get every remaining quest pack, of which you're already half way there with the Mithril Edition TP. Try to plan ahead - if you're currently level 20-30 and a quest pack sale comes up, buy enough quest packs to get you from 30-50 as you'll easily get to that level before the next sale. The recommended packs to get first are Evendim (30-40) and Forochel/Angmar (40-50). Enedwaith is a good alternative to Mirkwood if you don't have that already. Combined with the expansions, this should be enough to see you all the way through to Rohan.

OTHER PERKS

The main perks you will want to obtain are the riding skill, extra bags, currency cap removal and virtue slots. These range from reasonable (95 TP for riding skill) to expensive (995 TP for each extra bag). Fortunately, there is a way to obtain all of these perks very cheaply: buy a one month VIP subscription (£8.99/$14.99). All of these perks (plus some extras such as swift travel and 500 TP) will be unlocked permanently on any character that you log in with during the subscription period. The riding skill is obtained via a quest at level 20, so it is recommended to make all the characters you will want and get them to level 20 before/while VIP (this quest won't be available after your subscription ends). Don't forget to cancel your subscription before the month is up!

NB: If you are lucky enough to live in the US, you might be able to find a cheap Moria boxed edition that comes with a free month of VIP. Worth considering as an alternative to the Expansion Triple Pack and Mithril Edition if you're looking to spend as little money as possible.

Note that your account status is upgraded from Free to Premium by purchasing any expansions/TP with real money as well as by being a former VIP, so you should already have 5 auction house slots, an extra character slot and ability to trade/mail gold. The only thing available to VIPs that you can't buy with TP is access to the PvP Ettenmoors as a Freep (non-monster character).

As for everything else you might want to buy - skirmishes, crafting guild access, shared storage, premium wallet, etc. - the golden rule is to wait for weekly store sales and deed deed deed. You shouldn't ever have to buy anything else with real money except future expansions, and even they can be acquired for free if you're willing to grind the TP.

Now go forth and prosper, frugal ones! Live the F2P dream!
